ADVISORY BOARD

The NMGIA President has appointed the following individuals to the Advisory Board in recognition of their extensive experience in the fight against organized crime and criminal gangs. We are extremely blessed to have their guidance and support for the NMGIA mission moving forward. Their service is valued and their advice is regularly sought.

ADVISOR

Scott Weaver

Scott is the former Cabinet Secretary for the New Mexico Department of Public Safety and currently represents RMIN in New Mexico. Prior to his appointment to the cabinet post, he served as deputy cabinet secretary managing the internationally-accredited New Mexico Forensic Laboratories in Santa Fe, Las Cruces and Hobbs and the New Mexico Law Enforcement Academy. In addition to a 20+ year career with New Mexico State Police. He is a graduate of the FBI National Academy, the DEA Drug Unit Commander Academy, Incident Command System and the International Association of Chiefs of Police, Leadership in Police Organization. He earned a bachelor of arts degree in Sociology and Political Science from Texas Tech University.

Mike S. Vigil

Mike Vigil is a 31 year veteran of the DEA where he served as the Chief of International Operations in charge of all offices in Latin America, Europe, Central Asia, Middle East, Africa, Southeast Asia, etc. He is the recipient of the National Association Police Organizations "Top Cop" award, which is the most prestigious one in law enforcement. Mr. Vigil was responsible for the largest and most successful operations in the DEA’s history. The most significant one involved thirty-six countries. After the fall of the Taliban in Afghanistan, he designed and implemented Operation Containment consisting of twenty-five countries, to include the Chinese and the Russians. Prior to the initiative only a few kilograms of heroin were seized in the region and during the first year of Operation Containment over twenty-four tons were seized. The U.S. Congress is still funding the successful initiative. He also developed regional intelligence centers allowing foreign countries to exchange information on transnational organized crime. The centers are now operational globally. He is the only individual made an honorary General by the Afghan government. Mr. Vigil was also presented the key to the city of Shanghai by the Chinese and an Admiral's sword by the Dominican Republic. He is a contributor to CNN, MSNBC, NBC, ABC, CBS, Telemundo, Univision, Chinese Global Television, NPR, TRT, Al Jazeera, BBC, TV Azteca, El Financiero Bloomberg, FOX, NTN 24, Caracol Television, CNN EspaƱol, and dozens of internationally syndicated newspapers and radio stations. He is also a contributor to the highly regarded Cipher Brief. He is also the author of five books. He is the only American to have a corrido (ballad) made in his honor by Alberto Angel AKA El Cuervo, a famous recording artist and composer in Mexico. He is a native of Espanola, New Mexico and an Honors graduate in Criminology from New Mexico State University.
